Hong Kong
International Social Service (ISS) Hong Kong Branch oversees the adoption of children from Hong Kong. When the People's Republic of China commenced implementation of the Hague Convention, ISS was nominated as the authorised agency for the delivery of adoption services.
Specific eligibility criteria
- Couples must be at least 25 years of age.
- Couples under 45 years of age are preferred. Special consideration will be given to those over 45 who are capable and willing to consider older or special needs children.
- Couples must be of sound physical and mental health.
- Couples must be married for at least three years, or five years if it is a second marriage for either spouse.
- Couples with two or more divorces are rarely considered.
- Couples must have completed 11 years of formal education.
- Couples must have adequate ability and resources to parent an adoptive child and provide the child with a stable home.
Information about children requiring adoptive placements
- Children requiring overseas placements are generally three years of age or above, with no complications in health or background.
- Children between one and five years of age with special needs also require overseas placements. Special needs include:
- health problems, some of which are minor or correctable
- a record of delayed development
- birth history that may include a parent with drug dependence, mental illness or mental hardship
- The majority of children placed are male.
- Waiting times are expected to be at least two years after a couple's file is sent to Hong Kong.
Costs
- A registration fee of US$300 and a placement or consent fee of US$1,200
- Costs of airfares and accomodation are separate.
