The Child Protection Statewide Partnership Taskforce held its 2nd meeting on 27 August 2004 in Brisbane. The Taskforce, chaired by the Deputy Director-General Department of Child Safety and comprising of representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.

This Communique sets out the agreed outcomes of the discussions.

Work program

A draft work program was discussed under the following headings based on the Terms of Reference:

  1. Develop, implement and monitor the partnership arrangements as outlined in the Terms of Reference
  2. Explore the range and mix of services (and service models), both Government and non-Government, required to respond effectively to need, particularly complex need
  3. Investigate funding models and formulae, based on accurate assessments of the real cost of children in care (foster care, non family based, at home under orders)
  4. Develop initiatives designed to build capacity within both government and non government sectors that incorporate reference to human resource management and service development
  5. Contribute to and promote the development of specific strategies and responses that address the over-representation of Indigenous children and young people in the child protection system
  6. Contribute to and promote the development of specific strategies and responses that address service provision and capacity building issues within the culturally and linguistically diverse community
  7. Develop a quality assurance strategy for both government and non-government sectors that incorporates clearly defined service standards and performance indicators and a transparent and shared framework for monitoring, evaluation and review
  8. Input into the development of/changes to legislation and policy.

Other items discussed

  1. Budget: The allocation of the 2004-05 budget of $1.4m was agreed in accordance with the Blueprint.
  2. Protocols: Protocols were developed to guide effective operations of the Taskforce.
  3. Staff engagement: A process for staff recruitment into the Statewide Partnership was agreed.
  4. Training: Opportunities for training for staff and Taskforce members were identified.
  5. Webpage: A Child Protection Statewide Partnership Taskforce webpage, linked to the Department of Child Safety website, will be established.
