The Child Protection Statewide Partnership Taskforce held its 3rd meeting on 24 September 2004 in Logan City. Members of the Taskforce attended the launch of the Department of Child Safety during the course of the meeting. The Taskforce, chaired by the A/Executive Director Service Delivery Partnerships, Department of Child Safety and comprising of representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.
This Communique provides some of the outcomes of these discussions.
Evaluation framework
- Evaluation is essential to determine if the partnership arrangements are effective in achieving better child protection service outcomes. An effective evaluation can inform what elements made something work and what prevented something from working.
- The CMC Report and the Blueprint establish the logic of the partnership, while a logframe process is a useful tool to provide a framework for evaluation of the partnership. The logframe includes a hierarchy of objectives at levels of goals, outcomes, outputs and activities, with performance indicators, performance measures, data tools and data elements at each level.
- A small group will meet to develop an evaluation framework using a logframe process. Draft evaluation framework should be completed for presentation to the Taskforce on 26 November 2004, with an update on progress at the next meeting on 29 October.
Legislative reform
Update on status of legislative reform presented to the Taskforce:
- Stage 1 -(all provisions commenced on 1 September 2004) Contained legislation that was important to introduce at an early stage to improve support and accountability arrangements for children who are most at risk.
- Stage 2 - (to be introduced into Parliament by September 2004) Will contain legislation that will enable improvements to intake, assessment, care and placement practices.
- Stage 3 - (proposed to be introduced to Parliament by May 2005) Will include those amendments that require considerable stakeholder consultation.
Taskforce role in the Child Safety Implementation Unit
- The Department has developed 6 project areas from previous 17 projects - Taskforce involvement will vary across projects. Further discussion required to map the nature of Taskforce participation in projects, ranging from integral role to acting as conduit for information flow between government and non-government sectors.
Partnership staff recruitment
- The Taskforce approved the advertising of two positions of Statewide Planning and Partnerships Officer to be based in Brisbane, one of which will be employed by PeakCare and one by the Department of Child Safety. Recruitment to zonal positions will follow at a later date.
