The Child Protection Statewide Partnership Taskforce held its 12th meeting on 22 July 2005 in Brisbane.
The Taskforce, chaired by the Deputy Director General, Department of Child Safety and comprising representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.
This Communique provides some of the outcomes of these discussions.
1. Foster Care recruitment
Christine Nolan, Director, Policy and Practice Development Branch briefed the Taskforce on the current status of the Foster Care recruitment process.
- a sample of Foster Care recruitment material was distributed to Taskforce members;
- preparation of Indigenous materials is being discussed;
- 41 Alternative Care workers will attend a workshop on 8 th August;
- a letter to Shared Family Care agencies alerting them of the campaign and materials is still to be finalised; and
- PeakCare and other stakeholders to discuss role in distributing Foster Care recruitment materials.
2. Review of Statewide Partnerships Taskforce Workplan
Principal Planning and Partnerships Officers (PPPO) discussed the role of the Taskforce given that it has now been operating for one year:
- Taskforce involves two fundamental bodies of work under:
- Quality Assurance across child protection government and non-government organisations;
- Service System planning at conceptual level and once in place what is happening in each zone.
- Identified a need to consider relationship with Prevention and Early Intervention, Child Safety Directors Network, Aboriginal and Torres Strait Islander Child Protection Partnerships and the Statewide Partnerships; and
- The two PPPOs to arrange a meeting with four Taskforce members to map and position Taskforce's relationship with other child protection components, review workplan and logical sequencing and prepare an operational review for the September meeting;
3. Report on In the best Interest Domestic Violence and Child Protection Workshop
Presented by Karyn Walsh – Coordinator The Esther Centre.
Issues discussed:
- need a balanced view and assessment around maintaining the family unit and protecting the child;
- removal of the child often causes the escalation of violence, and further marginalises women;
- resourcing and training is critical – there is a perceived lack of confidence from government workers around the assessments being undertaken by non-government workers;
- CSO's and non-government agencies need to engage more;
- Cultural competency is an element requiring specific attention; and
- Research advisory group established with selected eminent people with a strong experience in child protection that need to consider the interplay between domestic violence and child protection.
Consultation Paper on Quality Assurance and Regulation
Presentation by Peter Jensen, A/Director, Quality Standards Assessment Branch.
A powerpoint presentation (with a hard copy distributed) to the Taskforce with the purpose of updating progress and outlining draft Consultation paper.
Taskforce members:
- discussed the risks of the consultation paper; and
- recommended the paper be forwarded to the Director General for approval prior to consultation.
