The Child Protection Statewide Partnership Taskforce held its 11th meeting on 17 June 2005 in Brisbane.
The Taskforce, chaired by the Deputy Director General, Department of Child Safety and comprising representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.
This Communique provides some of the outcomes of these discussions.
1. Service System Planning Working Group
A report on progress of the Service System Planning Working Group was presented to the Taskforce. The report highlighted the workshop planned for the 27 June to progress the development of the interim Planning Framework. It was noted that this workshop was only one small part of the broader planning project.
2. Structured Decision Making (SDM)
Marilyn Leeks, Director, Practice Standards Project briefed the Taskforce on the current status of SDM.
The Practice Standards Project Team are meeting with Zonal Directors to discuss SDM roll out and training. As part of the roll out a ½ day information session with partners is being planned.
Taskforce members discussed the impact of SDM on referral options for families where children are not entering the child safety system. Department of Child Safety to continue to work with Department of Communities around the prevention and early intervention funding.
3. Report back on the Zonal Planning and Partnerships Officers (ZPPOs)
- Principal Planning and Partnerships Officers (PPPO) have met individually with a number of Taskforce members to discuss the role of Zonal Planning and Partnerships Officers' (ZPPO).
- There is a broad agreement that the relationship between ZPPOs and Taskforce should allow for information to be funnelled between a statewide to a zonal level.
- ZPPOs trialed a reporting template at meeting that outlined their achievements to dates.
- ZPPOs are currently engaging with a range of child protection stakeholders to progress the establishment of zonal planning and partnership networks.
- Key achievements from the ZPPOs report included:
- engagement of Child Safety Service Centre Managers in the concept of planning and partnerships;
- participation within Zonal Management Team meetings;
- development of a comprehensive stakeholder list;
- meeting with Department of Child Safety funded partners;
- establishing clarity of the relationship with Department of Communities, in particular establishing working linkages with Regional Directors and Social Planners;
- collection and initial appraisal of existing zonal profiles and planning documents from within the Department of Child Safety, other government agencies and non-government partners;
- attendance at Regional Managers Coordination Network (RMCN) meetings to explain the ZPPO role and engagement of other government partners; and
- participation in existing and established network meetings.
