The Child Protection Statewide Partnership Taskforce held its 10th meeting on 13 May 2005 in Brisbane.
The Taskforce, chaired by the Deputy Director General, Department of Child Safety and comprising representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.
This Communique provides some of the outcomes of these discussions.
1. Quality Assurance Working Group
Work completed to date includes:
- reworked standards with stronger focus on Non-Government sector;
- indicators will be different between Government and Non-Government organisations; and
- consultation planned for second half of 2005, including three special focus groups for children and young people for their feedback.
2. Service System Planning Working Group
Update to members:
- working group terms of reference presented;
- consultant will be engaged to facilitate workshops and progress the initial planning framework;
- consultant to deliver an interim service system framework by 30 June 2005;
- planning to present a comprehensive draft framework for consultation with key stakeholders in September 2005 and finalise framework by the end of 2005; and
- suggested change to term of reference for Consultant brief to include Indigenous issues.
3. The role of the Zonal Planning and Partnerships Officers (ZPPOs)
Taskforce members discussed the expectations of ZPPO's:- knowledge of zonal demographics to understand the total community and the make up;
- engagement with broad child protection partners across the zone;
- ZPPOs have a critical role in developing trust and vision within local communities in order to tap into local creativity and innovation and potential realign of existing resources;
- greater consideration as to the planning methodology to be used by ZPPOs, this may require looking at other social service areas to see if there are other planning models we can adapt for our use;
- need to be allowed flexibility to expand ZPPO roles;
- there may be slight variance in the outcomes that are reflective of their zones;
- reporting templates will attempt to show progress and variance; and
- ZPPO position still to be filled in Brisbane South & Gold Coast.
