The Child Protection Statewide Partnership Taskforce held its 13th meeting on 9 September 2005 in Brisbane.

The Taskforce, chaired by the Deputy Director General, Department of Child Safety and comprising representatives from Queensland Government agencies and the non-government sector, held discussions on matters relating to the child protection system and the Blueprint for reform.

This Communique provides some of the outcomes of these discussions.

1. Foster Care recruitment

The Minister for Child Safety, Mike Reynolds launched the foster carer recruitment campaign, which will involve radio and print advertising, public events and displays designed to raise public awareness about the need for foster carers and what the role involves. Specific components of the campaign will target ethnic, church, and Aboriginal and Torres Strait Islander communities.

2. Taskforce Budget

The Partnerships budget was presented and it was agreed that quarterly budget actuals are to be presented at future Taskforce meetings.

3. Consultation feedback from the Quality Assurance Strategy

Marion Norton, A/Director, Quality Standards Assessment Branch, reported that there had been generally positive feedback around standards, but questions had been raised around implementation processes and how they will be monitored.

4. Protection and Care Services – A Framework and Capacity Building Strategy 2005-2015

The draft Queensland 's Child Protection and Care Services document was presented. It was agreed that the agenda for the next Taskforce meeting would workshop the paper further, after members have had sufficient time to become familiar with the draft document.

5. Taskforce Workplan and Operational Review

A small working party had been formed and a meeting held to review the Taskforce workplan. It was decided by the workgroup to hold off on an operational review of the Taskforce until early in 2006. A Taskforce NGO working group has been established to provide a forum for NGOs to discuss issues outside the Taskforce meeting. The group have met on two occasions.

6. Planning and Partnerships Officers Quarterly Reports

Issues raised included resourcing of planning and partnerships, the relationship between the Departments of Communities and Child Safety and the feedback loop from the Taskforce to zonal network arrangements regarding information and communication.

A communique is currently published on the Taskforce website following each meeting outlining key issues discussed. News bulletins and the website are to be considered as further information sharing mechanisms.

7. Capacity Building Model

Carole Marsden and Annette Whitehead made a presentation on partnership and capacity building. The Taskforce agreed that Annette Whitehead, Carole Marsden, Tess Parker and Penny Creamer are to work together to write a paper to be submitted to EMT.
