Quality assurance strategy trial for grant funded support services and recognised entity services
Child Safety Services conducted a trial of a quality assurance (QA) strategy for departmentally grant funded child protection support services and Recognised Entity services provided by non-government organisations.
The trial was to inform a finalised QA strategy which, when implemented, will improve the quality of services for vulnerable children, young people and their families by defining minimum expectations of service delivery through 11 child safety service standards. These standards are central to the QA strategy.
The service standards being used in the trial are the same as those already in use in the new licensing process for out-of-home care services (placement services) that must be licensed under the Child Protection Act 1999. However, the detail under each standard has been modified for the trial so as to reflect the functions of support services and Recognised Entity services.
About the trial
The purpose of the trial was to thoroughly test the key components of the proposed QA strategy, including the details of the service standards, prior to statewide implementation with support services and Recognised Entity services.
The trial was conducted in partnership with several non-government organisations who have volunteered to participate. The organisations involved in the trial operate services in urban, regional and remote areas of Queensland.
Services participating in the trial tested the three broad phases of the proposed QA strategy:
- undertaking a self-assessment against the 11 service standards
- an independent desk-top assessment of their policies and procedures
- undertaking an action plan to address any areas for development, should any be identified through these assessments.
Comprehensive training and support was provided to services during the course of the trial, along with opportunities for information sharing, and importantly, for providing their valuable feedback and comments.
The trial concluded in July 2008 and its outcomes are currently under review.
