17.13 Requests from another jurisdiction to locate a non-relative placement in Queensland
Purpose
This procedure outlines the process for requests made by another state, territory or New Zealand (jurisdiction), in relation to locating a non-relative placement for a child in Queensland who is subject to a child protection order in the other jurisdiction.
Introduction
Where a decision has been made in another jurisdiction, as part of a child's case plan, that it is in the best interests of the child (who is subject to a child protection order in that jurisdiction) to move to Queensland, they may request the assistance from Queensland to locate a non-relative placement.
Requesting the assistance of Queensland to locate a non-relative placement
When another jurisdiction requests Queensland to locate a non-relative carer placement for a child subject to a child protection order in that jurisdiction, the ILO will:
- ensure that the 'Request to Locate an Interstate Placement' form (or the requesting state's equivalent) has been completed, including information regarding the type of placement being sought, preferred locality and any relevant behaviours of the child;
- ensure that appropriate supporting documentation has been provided, for example, the case plan and medical, psychological or school reports;
- fax or post all relevant documentation to the relevant CSSC manager; and
- advise the requesting jurisdiction when an appropriate placement has been located or that a placement is unable to be located.
In response to the request the CSSC will:
- liaise with, and seek additional information from, the ILO and the case worker in the interstate office, as necessary;
- recruit a placement for the child or children in accordance with usual practice within the CSSC; and
- advise the Queensland ILO when an appropriate placement has been located or that a placement is unable to be located.
Additional information
If a CSSC does locate a non-relative placement for a child from another jurisdiction, who is not on a Queensland child protection order, the proposed carer/s do not have to become approved carers in Queensland or complete the 'Application for Approval - Form 3 (APA)' and either the 'Volunteer foster/kinship carer or adult member blue card application' form or an 'Authorisation to confirm a valid blue card/application for a carer or adult member' forms.
Requests to locate a placement in Queensland will remain active in the CSSC for six months. The interstate jurisdiction may make a further request for Queensland to locate a placement should this continue to be a goal of the child's case plan.
