CSPM_Jul_2009 updates
Details of the following two releases are outlined below:

Final release - 22 July 2009
This release includes:
- an amended and updated introduction section
- the combining of the practice framework and practice maps under a new tab titled ‘Practice framework & maps’
- the inclusion of an updated map titled ‘Child protection phases’ to replace the old ‘Child Safety framework’ map
- moving the ‘How to use the Child Safety Practice Manual’ section to come under the ‘Quicklinks’ tab.
Over the next few weeks, any remaining links to old procedures and resources will be systematically removed and the word ‘department’ and ‘departmental’ will be replaced throughout the CSPM.
Eighth release - 13 July 2009
This release includes one revised chapter that is made up of the following general procedures:

- 10.3 Statutory obligation to notify the Queensland Police Service of possible criminal offences
- 10.4 Information sharing

- 10.8 Professional supervision
- 10.9 Providing adoption services
- 10.10 The video taping or recording of staff of Child Safety Services
- 10.11 Recording sensitive clients
- 10.12 Downgrading or deleting an approved notification
- 10.13 Complaints management
- 10.14 Undertake the substance testing of parents

Chapter 10: General - Practice changes
The above procedures have been put into the revised format. Not all procedures include practice changes. Only the procedures with practice changes have been referred to below.
10.2 Staff safety and well-being
The practice changes included in this procedure are outlined below.
- New information included that requires a focus on staff safety planning as an integral and ongoing part of their child protection practice.
- The introduction of two tools to facilitate this process - the ‘Personal safety risk assessment tool’ and the ‘Personal safety planning tool’ that are awaiting final approval, prior to being linked to the CSPM.
10.5 Referral for active intervention services
The content has been updated to reflect current referral pathways and criteria, including:
- RAI referrals now being completed in the RAI database online
- the removal of facilitated referrals as a referral option
- amendments to the referral criteria for CSS referrals.
10.6 The role of the Child Safety After Hours Service Centre
The content has been updated to reflect: a higher threshold for CSAHSC to respond for ongoing intervention cases. The amended criteria are:
- a critical incident has occurred
- significant difficulties are experienced with a child's behaviour and an immediate plan is required to address the child’s safety or the carer household or placement service
- a child has expressed suicidal ideation and an immediate management plan is required
- carers or parents experience serious or significant after hours issues associated with family contact
- a child has absconded from their placement and there are significant concerns for their safety.
10.10 The video taping or recording of staff of Child Safety Services
The requirement to record a critical incident report in the following circumstances has been removed:
- when a staff member has been audio or video taped outside the workplace when personal details or footage, is inappropriately published.
10.11 Recording sensitive clients
Additional information has been included around:
- the determining and recording of different types of sensitivity in ICMS, either person sensitivity, carer sensitivity or event sensitivity
- creating sensitivity reports in ICMS
- managing sensitive records.
10.13 Complaints management
This content has been amended to reflect the current process undertaken by the Central Complaints and Review Unit. It includes:
- amended information about exceptions to the complaints process
- new information about support persons in the complaints process.
10.15 Interstate matters
This procedure contains the information previously found in the Interstate matters chapter, with the following changes:
- the information in relation to interstate and overseas travel is now located in Chapter 5. Children in-out-of-home
- information specific to other areas of child protection practice are included in the relevant chapters, with links from this procedure to other relevant chapters
- the names of forms and resources from Court Services Unit have been updated as required.
10.16 Family law courts
This procedure contains the following changes:
- the use of the generic term for ‘family law courts’, which includes the Family Law Court of Australia, The Federal Magistrates Court of Australia and state Magistrates Courts
- new information in relation to the role of family consultants
- further information about the role of Independent Children’s Lawyers
- new information in relation to the Magellan case management model
- new information in relation to ‘Statement of position letters’.
10.17 International child protection matters and the Hague Convention
This procedure includes information that was previously in the Family law courts chapter, along with new information in relation to managing international child protection matters, and the role of Court Services Unit in this process.
10.18 The review of child deaths
This content has been amended to reflect the current process undertaken by the Complaints, Case Review and Investigation Branch, to review the involvement of Child Safety Services with a child, following the death of a child, which meets the review criteria.
